Tarifpolitischer Jahresbericht 2006: Aufwärtstrend bei Abschlüssen - Konflikte um Beschäftigungssicherung und Tarifstandards

Abstract

Die Tarifabschlüsse des Jahres 2006 sind in vielen Branchen erkennbar besser ausgefallen als im Vorjahr, doch die lang laufenden, sehr niedrigen Abschlüsse aus dem Vorjahr wirkten dämpfend auf die gesamtwirtschaftliche Lohnbilanz. Die DGB-Gewerkschaften schlossen 2006 in ganz Deutschland Lohn- und Gehaltstarifverträge für 9,7 Mio. Beschäftigte ab - das sind 51 % der von Tarifverträgen erfassten Beschäftigten. Die jahresbezogene Steigerung der Tarifverdienste insgesamt betrug für das Jahr 2006 gegenüber 2005 1,5 %. Damit haben die Tarifabkommen den kostenneutralen Verteilungsspielraum aus Preisanstieg und Produktivitätsfortschritt nicht ausgeschöpft. Neben den Lohnverhandlungen bestimmten die Tarifauseinandersetzung im öffentlichen Dienst sowie Konflikte um Beschäftigungs- und Standortsicherung das Tarifgeschehen.
