Familienpolitische Reformen in Skandinavien - Gleichberechtigung der Geschlechter und Wahlfreiheit der Eltern

Abstract

In den 1970er Jahren reagierten die skandinavischen Wohlfahrtsstaaten auf die Veränderungen im Arbeits- und Familienalltag von Eltern mit einer Welle politischer Reformen, die auf die Gleichberechtigung der Geschlechter zielten. In den 1990er Jahren wurde im Zuge einer zweiten Reformphase das Recht auf Kinderbetreuung ausgebaut: Das staatlich geförderte Kinderbetreuungsangebot wurde bedarfsentsprechend weiterentwickelt und der Anspruch auf bezahlten Elternurlaub erweitert - einschließlich so innovativer Regelungen wie die sogenannten "Väterquoten". Darüber hinaus wurden den Reformpaketen Betreuungsgeldbestimmungen hinzugefügt und gesetzlich verankert. Der Artikel widmet sich den Reformen die in diesen beiden Zeitperioden durchgeführt worden sind. Hauptaugenmerk liegt auf den 1990er Jahren, wobei das Spannungsverhältnis zwischen den beiden Haupttrends dieser familienpolitischen Reformphase herausgearbeitet wird - der Förderung der Gleichberechtigung der Geschlechter auf der einen und die Wahlfreiheit der Eltern auf der anderen Seite.
