Wohnraumversorgung im deutschen Wohlfahrtsregime: Teilhabe und Ausschlüsse

Abstract

This article examines phases of housing provision with regard to social rights as well as exclusions, and systematically applies four dimensions of social rights - material, political, cultural, and social rights - to the field of housing (Kronauer 2010; Vollmer u. a. 2021). These four dimensions are illustrated by looking at the fordist and neoliberal phases of housing provision. Historically, social movements have pointed to new or recurring housing problems, demanded social rights, and elicited political responses. Current housing protests demand social rights in all four dimensions. In spite of tentative redirection, their enforcement remains dependent on the capitalist and thus crisis-ridden organization of housing.
