Abstract

The new challenges in work of public administration in Bulgaria have already been an actual fact for two decades. With the accession to the European Union the administrative structures of the state have encountered heavy burden referring to a new set of rules and requirements for staff management. The lack of recognized specialists, time and pressing deadlines have brought the need for searching new solutions by some of the managers. Outsourcing has been increasingly implemented in the management of the public sphere organizations as a very successful tool.
