Les évolutions de la fonction présidentielle tchèque

Abstract

La fonction présidentielle est sans doute l’une des plus marquantes dans le dispositif constitutionnel tchèque : si une forte continuité depuis Masaryk est à souligner, l’analyse de la situation politique après 1989 révèle une évolution notable, surtout après la partition tchéco-slovaque. Institution clé d’un dispositif par ailleurs fondé sur le parlementarisme et la prééminence gouvernementale, la place et le rôle du chef de l’État sont aujourd’hui encore en cours de transformation, au gré de la personnalité et des conceptions du président en exercice et en fonction de la conjoncture politique. À un président de dimension morale, V. Havel, a ainsi succédé un président politique, V. Klaus.
