Contribution de l’approche par les capacités à l’évaluation du développement territorial

Abstract

La notion de territoire permet de prendre en compte l’impact des caractéristiques locales sur le développement économique. La dynamique créée par les acteurs permet de construire des ressources spécifiques et ainsi d’ancrer les activités. Cependant, la question de l’influence des dynamiques territoriales sur les opportunités auxquelles ont accès les habitants est peu abordée dans la littérature. Cet article propose une analyse de ces opportunités en recourant au cadre théorique de l’approche par les capacités. Sont également présentés une méthodologie d’application de cette approche à l’analyse des dynamiques sur les territoires ruraux ainsi que des résultats préliminaires pour la région Rhône-Alpes.
