How to address banking crises? A preliminary assessment of the main triggers for the evolution of national and EU regulations

Abstract

This paper aims to conduct a first overview of the debate under way as regards the role of the authorities and the policy toolbox for management and resolution of banking crises. In particular, this paper reviews some paradigmatic cases where weaknesses of the national legal and regulatory framework led to serious problems in managing and resolving the crisis of systemically relevant institutions. On the basis of this analysis, this paper seeks to identify the main determinants for reforms under way and the policy rationales underlying the debate at international and EU level, which may have an impact also on the Italian regulatory framework.
