Public-Private Partnerships in the Motorways Sector in Lombardy: Expectations, Rules and Market

Abstract

Le partnership pubblico private (Ppp) vengono viste come un modello ideale per conciliare l'esigenza di sviluppo di infrastrutture di trasporto complesse, sebbene le esperienze rimarcano la necessità per poter impostare e valorizzare le Pppdi disporre sia di un quadro giuridico e regolatorio del mercato molto ben delineato sia di uno specifico "know-how". Il saggio si pone l'obiettivo di evidenziare quali siano gli elementi chiave che possono essere valorizzabili e trasferibili e quali le lezioni da trarre dal caso della pianificazione delle sette nuove tratte autostradali in Lombardia. Offrire una serie di elementi di riflessione su questi argomenti è rilevante perché la costituzione di un chiaro modello di analisi del processo di gestione delle concessioni autostradali in Italia appare urgente, anche alla luce del nuovo ruolo dell'Authority dei Trasporti. Le indicazioni di policy sono tese ad evidenziare le principali raccomandazioni in materia di concorrenza, regole e mercato per le amministrazioni pubbliche e i soggetti privati che in Italia si trovano ad affrontare il tema delle possibili Pppin ambito di infrastrutture di trasporto.
