Gli immobili pubblici...ovvero, purché restino immobili

Abstract

Negli ultimi vent'anni lo Stato italiano non è riuscito a valorizzare e/o dismettere un enorme patrimonio immobiliare non più utilizzato e lasciato decadere. La legislazione in materia è stata cambiata continuamente, anche più volte all'anno. E anche quest'anno, nell'ambito della Legge Finanziaria 2007 si è di nuovo cambiato rotta. C'è speranza che succeda qualcosa? Tre sembrano essere state le cause principali di quel fiasco. 1) Non aver mai identificato un solo ufficio responsabile della realizzazione degli obiettivi del legislatore. 2) Non essere riusciti a realizzare "giochi cooperativi" tra i tanti livelli di governo coinvolti nel processo decisionale politico. 3) Non aver saputo conciliare i desideri delle comunità locali con le risorse, pubbliche e private, a tale scopo necessarie. Ripercorrendo un'esperienza di cattive regole cum politiche sbagliate si può imparare a far meglio, tenendo conto delle altrui "best practices" e se c'è la volontà politica di sperimentare anche con qualche significativo progetto pilota.
