The Autostrade Come Full Circle: From the State to the Market, and Back

Abstract

A seguito del crollo del ponte Morandi di Genova, Atlantia si è trovata costretta a cedere Autostrade per l’Italia (Aspi) alla Cassa depositi e prestiti, il che solleva una serie di interrogativi. Questo lavoro illustra le criticità della concessione iniziale e il modo in cui lo Stato italiano è intervenuto su tale relazione, tuttora senza un accertamento delle reali responsabilità pubbliche e private per l’accaduto. Questo è avvenuto attraverso cambiamenti normativi specificamente finalizzati a modificare la concessione e ad un cambiamento della regolazione, con pesanti riflessi finanziari sulla società. Il rientro di Aspi sotto il controllo pubblico affianca altri episodi simili in un processo di privatizzazione che ex post risulta del tutto reversibile
