Türkiye’ye Yönelik Afgan Göçü ve Uygulanan Politikalar

Abstract

Uluslararası göç, tarih boyunca devam eden dinamik bir süreçtir. Göçmenler, göç süreci gerçekleşirken ülkelere giriş çıkışta izledikleri yola göre düzenli ve düzensiz göçmenler olarak sınıflandırılmaktadır. Düzensiz göçmenlerin uğrak yeri haline gelen Türkiye’de özellikle Afgan düzensiz göçmen sayısındaki artış dikkat çekmektedir. Afganistan, ekonomik, sosyal, demografik ve politik açıdan istikrarlı bir yapıya sahip değildir. Dolayısıyla ülkede uzun yıllardır ve süreklilik arz eden göç olgusu oluşmaktadır. Afganistan; iç mücadelelerden kaynaklanan savaşlar, terör örgütlerinin yıkımı ve büyük güçlerin işgalleri gibi nedenlerle oluşan çatışma ve karışıklıklardan dolayı tarihin her döneminde göç veren ülke konumundadır. Afganların oluşturduğu göç hareketlerinden etkilenen Türkiye, çeşitli tedbirler almak zorunda kalmıştır. Literatür taraması yapılarak oluşturulan bu çalışmada, Türkiye’nin giderek artan Afgan düzensiz göçmenlere yönelik uyguladığı göç politikaları ve Afgan göçmenlerin yaşadığı sorunlar ile gelecekteki etkileri üzerinde durulmaktadır. Çalışmanın sonucunda Afgan göçmenlere yönelik düzenlemelerin tekrar gözden geçirilmesi gerektiği, düzensiz göç ile mücadele de Türkiye ile Afganistan arasında geri kabul anlaşmasının imzalamasının yerinde olacağı ortaya konulmaktadır.
