Neoliberal Düzende Artan Kırılganlıklar: Pandemi Döneminde Mülteci Sağlığı

Abstract

Koronavirüs salgını, sosyal hayatın her yönünü etkileyerek çok boyutlu bir kriz yarattı. Göçmen ve mültecilerin dahil olduğu kırılgan gruplar üzerinde, krizin etkileri daha ağır hissedildi. Bu nitel çalışmada, risk toplumu ve neoliberalizm etrafındaki kuramsal temele dayanarak, pandeminin Türkiye’de yaşayan Suriyeli mültecilerin üzerindeki etkisini araştırıldı. Çalışma sonuçlarına göre, pandeminin en çok Suriyeli mültecilerin geçim kaynaklarını etkilediği görüldü. Geçim kaynaklarındaki azalmanın, barınma, sağlık ve eğitim hizmetlerine erişimi de aksattığı ortaya konuldu. Gelir elde etmek veya mevcut gelirlerini korumak için, başka mülteciler ile evlerini birleştirme ve/veya enfekte olduğunu saklayıp işe gitme gibi yeni stratejilerin belirlendiği öğrenildi. Ayrıca, pandeminin mülteciler üzerindeki etkisinin, cinsiyet, eğitim durumu, sınıf gibi değişkenler temelinde değiştiği; dolayısıyla çoklu kırılganlıkların ortaya çıktığı görüldü. Sonuç olarak, pandemi ile mücadele etmede, mülteci grupları da içeren bir halk sağlığı planlamasının önemi vurgulandı.
