Göç Yönetiminde Yerelleşmenin İzlerini Aramak: Ankara Mamak Belediyesi Örneği

Abstract

Göç yönetimi, farklı aktörlerin iş birliğine ihtiyaç duyan, çok boyutlu bir sürece işaret etmektedir. Farklı politik alanlarda olduğu gibi, merkezden yerele doğru yetki ve sorumluluk aktarımı, göç yönetiminde de rekabet alanlarını bünyesinde barındırmaktadır. Merkezi yönetimlerin konjonktürel ekonomik ve politik çıkarları, göçün yönetiminde uygulanacak politikaların perspektifini doğrudan etkilemektedir. Bu bağlamda göç yönetiminde yerel yönetimlerin konumu giderek daha önemli bir tartışma zemini haline gelmektedir. Ancak, Türkiye’de göç yönetiminde yerel yönetimlerin yetki ve sorumluluk alanları kısıtlıdır. Kamu politikaları üzerinde giderek daha hegemonik bir kapsayıcılığa sahip olan merkezi iktidarın yürüttüğü tek boyutlu göç politikaları, çeşitli sorunları bünyesinde barındırmaktadır. Bu tür bir göç yönetiminde, yerel yönetimlerin konumu, mevcut sorunların kaynağına yönelik önemli bir izlek sunmaktadır. Yerel yönetimlerin önemli birimlerinden olan belediyeler, farklı sivil toplum örgütleriyle kurulan ortaklıklar aracılığıyla göçmen ve mültecilere yerelden hizmet sunmaktadır. Bu çalışmada da önemli bir göç ülkesi haline gelen Türkiye’de, Ankara Mamak Belediyesi ile ortak çalışma protokolüne sahip olan Mamak Sığınmacı Danışma ve Koordinasyon Merkezi örneğinde göç yönetiminde yerel yönetimlerin konumu ele alınacaktır.
