Abstract

Bu makale resmi işgücü verilerinin bir bölümünün beş sınır kenti üzerinden değerlendirilmesi ve bu illerde yapılan mülakatlara dayandırılmıştır. Burada amaçladığımız özellikle Suriye iç savaşının iş piyasaları üzerindeki etkilerini yansıtabilmek ve muhtemel sonuçları üzerinde bir değerlendirme yapmaktır. Çalışma ve Sosyal Güvenlik Bakanlığı yayınladığı genelge ile ikamet izni alan Suriye vatandaşlarının ikametleri sürelerince kısıtlayıcı bir değerlendirme olmadan çalışma izni alabileceklerini açıklamıştır. Özellikle Güney Doğu Anadolu bölgesinde diğer bölgelere göre daha yüksek olan işsizlik oranları düşünüldüğünde Suriyeli göçmenlerin iş piyasalarına dâhil olmaları mevcut yapıyı daha kırılgan hale getireceğini tahmin etmekteyiz. Bu, aynı zamanda bölge illerinde iş arayanlarla göçmenler arasında çatışmalara zemin hazırlama ihtimalini de güçlendirecektir. Özellikle mevcut ücret ve çalışma koşullarının olumsuzluğunun enformel bir ekonomi içinde daha da yükselmesi beklenebilir. Bu makale mevcut durum üzerinden iş piyasası koşullarının düzenlenmesine yönelik çalışmalara zemin hazırlayıcı bir arayış metni olarak düşünülmüştür
