Modern Kölelik: Ürdün’de Ev Hizmetlerinde Çalışan Filipinli Göçmen Kadınların İşgücünde Karşılaştığı Temel Sorunlar

Abstract

Bu araştırma, ev hizmetlerinde istihdam edilen göçmen kadınların iş yaşamında karşılaştığı temel sorunları, Ürdün’de yaşayan Filipinli göçmen kadın işçiler örneği üzerinden incelemektedir. Bu çalışma ayrıca, 2019 yılının sonlarına doğru başlayıp 2022 yılının ilk aylarında etkisini yitirmeye başlayan COVID-19 krizi ve bununla birlikte alınan koruyucu önlemlerin göçmen kadın çalışanlar üzerindeki etkisine de değinmektedir. Araştırmanın temel amacı üstte belirtilen sorunları daha görünür kılmak ve bu sorunlara olası çözüm önerileri sunmaktır. Bu bağlamda, bu çalışmanın ev işlerinde çalışan göçmen kadınlara insana yakışır iş ortamının sağlanması konusunda katkı sunması beklenmektedir. Ürdün’de Filipinli kadınların karşılaştığı sorunlar iki ana başlıkta incelenmektedir: birincisi, ilgili yasal mevzuattan dolayı ortaya çıkan sorunlar; ikincisi ise işin pratiği esnasında vuku bulan; fazla mesai saatleri, maaşların sözleşmede gösterilenden eksik olması, ücretli izin günü hakkının kullanılamaması, kendine ait alan yoksunluğu, işçinin emeğine ve kendisine yabancılaşması, fiziksel ve cinsel istismar gibi temel sorunlardır. Araştırmanın sonuçlarına göre; Filipinli göçmen kadın çalışanlar, işgücü piyasasında hem göçmen hem de kadın oldukları için iki kez sömürülmekte ve emek piyasasındaki dezavantajlı konumları uzun yıllardır devam etmektedir.
