Abstract

The article systematises in the PHARE program -called ’EU Conform Distance Learning Management Training PILOT Programme for the Country Police-Headquarters within the North-Eastern Hungary Region’- realised methodological and concrete development results from 1999. In the article we outline the model and the producing process by which the conceptual frame of the concrete solution can be known. The study consists of three parts: in the first part the basic trends connected to the quality are summarised in the context of how the strategic management treats and transforms to the organisation these requirements. In the second part the main concrete steps, methods and results of the last period (2-2,5 years) are summed up, while in the third part the integrated management model suggested by us is outlined.
