Abstract

People in our country are now exerting themselves to achieve the strategic goal set by the Twelfth National Congress of the Communist Party. Major targets outlined in the sixth five-year plan have been accomplished ahead of schedule and the state's financial situation has gradually turned for the better. The Third Plenum of the Twelfth Party Central Committee again mapped a blueprint for reforming the entire economic system with the city as the focus. Therefore we are fully confident that we can fulfill the task of quadrupling the total output value of agriculture and industry before the end of the century. Nevertheless, we should not ignore the difficulties we may run into in the course of achieving the strategic task. To overcome such difficulties, we must pay full attention to the development and employment of new technologies and strengthen economic management.
