How to Transform Cyclical Economic Fluctuations into Smooth, Expanded Reproduction

Abstract

How do we transform cyclical economic fluctuations into smooth, expanded reproduction in the shortest time permissible during the sixth five-year plan period? On the whole, we have to rely on a comprehensive implementation of the eight-character policy that is centered on the current adjustment. This transformation is an extremely arduous and complex task. Here, I venture some of my personal opinions on the problem.
