Protection Of Minority Rights In The European Union System

Abstract

Minority rights protection system was developed as a reaction to the persecution of this group throughout history and can be revealed as a number of factors, legislations and institutional mechanisms that are interdependent and constantly evolving. In other words, "creating the international system of protection of minority rights is an expression of the will to shield trends of persecution or repression of national minorities"(Andreescu (2004),: 100). Therefore, national minorities are a special group requiring particular protection measures which have been taken in the activity of international organizations. International organizations have demonstrated their important role in the system of international relations especially in economic, social, and the protection of human rights field. They are not only instruments of cooperation between states, but also tools used to raise awareness on the realities of a globalizing world. International organizations have an internal legal personality, but also an international one, and their capacity as subjects of public international law is recognized by the doctrine and by international treaties.
