Abstract

Il saggio (work in progress) tratta della necessità di potenziare nel nostro paese le attività di miglioramento della regolazione (better regulation), anche attraverso crescenti iniziative di valutazione d'impatto della stessa. In particolare, l'autore si sofferma sull'analisi delle caratteristiche che il sistema delle regole dovrebbe avere in un contesto locale, in funzione integrata con obiettivi e strumenti della politica industriale. L'efficienza, la razionalizzazione e la semplificazione delle regole locali dovrebbe evitare i fenomeni negativi della selezione avversa nei beneficiari degli incentivi, del conflitto di competenza tra istituzioni e di altre resistenze allo sviluppo. Si sottolinea altresì l'importanza, a livello locale, delle regole informali e del capitale sociale, fattore rilevante di performance economica. Vengono, infine, proposte alcune applicazioni a settori specifici nei sistemi locali, rilevanti per la governance territoriale (utilities, politiche del lavoro, urbanistica e del commercio, infrastrutture materiali ed immateriali,.).
