Abstract

Artikel ini membahas isu desentralisasi dari sudut pandang daerah, dikaitkan dengan program stabilisasi dan penyesuaian struktural yang mulai dilaksanakan sejak 1980-an. Pendekatan yang digunakan adalah Analytic Hierarcy Process yang pada dasarnya dirancang untuk menangkap persepsi masyarakat yang terlibat secara mendalam dengan masaiah yang sedang dikaji. Prosedur yang digunakan dalam pendekatan ini pada akhirnya sampai pada skala preferensi atas seperangkat alternatif. Dengan menggunakan propinsi Riau sebagai studi kasus diperoleh beberapa kesimpulan yang menarik. Dari berbagai alternatif yang ditawarkan, ternyata bahwa peningkatan peran nyata pemerintah daerah dianggap sebagai strategi yang paling diinginkan. Agar strateg tersebut berhasil diperlukan dua prasyarat. Pertama, peningkatan koordinasi antara BKPM dan KADIN, baik di tingkat nasional maupun daerah (antara BKPMD dan KADIN DA). Kedua, program pelatihan yang secara efektif dapat meningkatkan kemampuan aparat daerah
