Abstract

Indonesia memasuki Repelita V dalam suasana perekonomian dunia yang sedang mencari imbangan-imbangan baru menghadapi bahaya perang dagang antara Amerika Serikat dengan Jepang dan Jerman Barat, gerakan reformasi dan restrukturisasi yang dilakukan Gorbachev lewat Perestorika dan Glasnost serta pasar bersama Canada-Amerika serta persiapan pasar tunggal Eropa tabun 1992. Dunia telah melewati dan mengatasi resesi tabun 1979 dan 1982, dan tabun 1988 pertumbuhan produksi mencapai 4,1%. Ini merupakan keadaan yang paling tinggi tercapai pada periode 1980-an dan pertumbuhan itu ditunjang oleb perkembangan produksi riil dan volume perdagangan dunia di negara-negara industri, negara-negara berkembang non minyak dan negara-negara pengekspor minyak
