Regulacion de las telecomunicaciones en Colombia : la telefonia a larga distancia y sus relaciones con las redes locales

Abstract

This paper analyses the problem about regulation access charges when there is a natural monopoly which has to be used by several companies in order to provide other services. for instance, long distance calls requires to have access to the local telephone network, generally considered as a natural monopoly. In almost all the telephone industry was a vertically integrated monopoly until recent years, but the privatization process in differents countries, we examine from the point of view of the theory the different options of access charges regulation. finally we do some observations on the Colombian regulatory experience En este artículo se analiza el problema de regulación de los cargos de acceso cuando existe un monopolio natural cuya red tiene que ser usada por otras empresas con el fin de prestar otros servicios. Para iniciar y terminar las llamadas de larga distancia, por ejemplo, es necesario tener acceso a las redes de telefonía local, generalmente consideradas como un monopolio natural. En casi todos los países la industria telefónica integraba verticalmente diversas actividades, pero, con los procesos de privatización y desintegración de los antiguos monopolios estatales, surgió el problema de la regulación de los cargos de acceso. Después de una breve revisión de los procesos de privatización en diferentes países, se examinan, desde una perspectiva teórica, las diferentes alternativas para la regulación de los cargos de acceso. Finalmente, presentamos algunas observaciones sobre la experiencia regulatoria colombiana.
