La economia de hacienda como obstaculo al desarrollo regional

Abstract

Este artículo presenta la situación de un municipio de Santander que confirma que la gran propiedad es causa de mal desarrollo y pobreza. Se analiza la estructura de la tenencia de la tierra y el tipo de contratación de la mano de obra (aparcería). Se presenta el contrapunteo de un producto comercial (la panela) y de una producción de subsistencia. El hacendado, frecuentemente ausentista, tiende a delegar la administración en encargados no calificados, a minimizar sus costos monetarios y a trasladar el capital fuera de la región. Así la hacienda no adopta una vía empresarial de desarrollo, al tiempo que impide el florecimiento de una agricultura campesina. Abandono del campo y ganaderización son los resultados finales del retroceso agrícola.
