Abstract

Az átalakuló egészségbiztosítás működését évek óta egyre feszítőbb pénzügyi korlátok határozzák meg. A nehéz pénzügyi helyzet mellett a gyógyszerártámogatási rendszer - amely az egészségbiztosítás egyik legfontosabb tevékenységi köre - működtetése során szerepzavarokkal is küzd. Ezek forrása az, hogy az egészségbiztosítás államigazgatástól való függetlenedése egyelőre nagyon felemás képet mutat. Az egészségbiztosítás egyik oldalról csak részlegesen rendelkezik feladatainak elvégzéséhez szükséges jogosítványokkal, a másik oldalról ugyanakkor államigazgatási jellegű funkciók ellátására kényszerül.
