Lakáshitelezés, támogatási alternatívák és megfizethetőség
[Housing credit, subsidy alternatives and affordability]

Abstract

A magyar lakáspolitikában 2000 februárjában fordulat következett be. A kormány két lakásprogramot indított el: az egyik a lakáshitelezési rendszer megindítását célozta meg, a másik az önkormányzati bérlakásszektor teljes felszámolódását szerette volna meggátolni. Mindkét program indokolt volt, azonban a lakáspolitikai intézkedések nem voltak képesek számot vetni a háztartások törekvéseivel, a piac reakcióival, és olyan folyamatokhoz vezettek, amelyek mind költségvetési, mind pedig szociális szempontból tarthatatlanná váltak, valamint a programok eredményessége is megkérdőjeleződött. Különösen a lakáshitelezés támogatási programja okozott gondot, mivel olyan módszereket alkalmazott, amelyek hosszú távú elkötelezettséget jelentettek, és aminek a hatásait rövid távon korrigálni sem lehet. A lakáspolitika kialakítói nem támaszkodtak olyan elemzési eszközökre, amelyek révén a kockázatok időben felmérhetők lettek volna, hiányzott a kutatási és elemzési háttér, amely a lehetséges hatásokat lobbiérdekektől függetlenül elemezhette volna, és a politikusok számára valódi döntési alternatívákat vázolt volna fel.
