Abstract

Since the change of context in which the EU operates, democracy promotion has become a tool to ensure stability in the region. This article examines how the EU engages in democracy promotion with special case countries such as Belarus and Azerbaijan. It argues that the EU applies double standards when it comes to the application of conditionality although both countries share an alarming human rights record. The discrepancy stems, among others, from the geographical location of the two countries and also the fact that Azerbaijan is as an alternative energy or transit provider.
