Descentralización fiscal y distribución de la renta regional en Francia y en México

Abstract

La descentralización fiscal es un factor importante que influye la manera en que el ingreso regional es distribuido en los países. Este trabajo describe la forma en que las potestades tributarias han sido descentralizadas tanto en Francia como en México, así como sus repercusiones en la distribución de la renta regional. En ambos países los diferentes niveles de gobierno obtienen impuestos de fuentes similares; la diferencia está en la magnitud y en el papel que desempeñan las transferencias intergubernamentales. El resultado es que en Francia las transferencias han permitido la convergencia en renta; mientras en México la distribución de las transferencias ha sido uno de los factores que ha favorecido una distribución desigual de la renta disponible de las regiones./ Fiscal decentralization is an important factor that influences the way the regional income is distributed within countries. This paper describes the form the taxation powers have been decentralized in France and in Mexico, as well as its impact on the regional income distribution. In both countries the different levels of government obtain taxes from similar sources; the difference is in the magnitude and in the role of intergovernmental transfers in each country. The result is that in France, the transfers have contributed to income convergence; while in Mexico, the distribution of the transfers has been one the factors that has favored an unequal distribution of the disposable income of the regions
