El Programa de Desarrollo Humano Oportunidades, subsidios a la educación que se transfirieron a la alimentación: el caso de tres localidades en el estado de Guanajuato

Abstract

En presente trabajo se analizó el destino de las trasferencias monetarias que las familias reciben por parte del Programa de Desarrollo Humano Oportunidades, en la investigación se utilizaron métodos cualitativos y cuantitativos mediante la aplicación de cuestionarios a los beneficiarios del programa. El estudio se realizó en las localidades de La Laja y Plancarte en el municipio de Celaya, y Maravatío del Encinal en el municipio de Salvatierra, ambos pertenecientes al estado de Guanajuato. La mayor parte de los beneficiarios se encontraron por debajo de la línea de bienestar mínimo (LBM), que es el criterio principal de selección establecido por el programa. La mayor parte del recurso que reciben las familias se otorga para la educación de los hijos, sin embargo, contribuye de manera importante a complementar la alimentación. El destino de las transferencias monetarias está sujeto a la necesidad que se presente en ese momento, aun cuando sea otorgado para otros rubros./ The present study analyzed the destination of the monetary transfers that the families receive from the Human Development Program “Oportunidades”, the research used qualitative and quantitative methods through the application of questionnaires to the beneficiaries of the program. The study was carried out in the towns of La Laja and Plancarte in the municipality of Celaya; and Maravatío del Encinal in the municipality of Salvatierra, both belonging to the state of Guanajuato. Most of the beneficiaries were below the minimum welfare line (LBM), which is the main selection criterion established by the program. Most of the resource families receive is provided for the education of children, however, it contributes significantly to supplementing food. The destination of the monetary transfers is subject to the necessity that is present at that moment, even when it is granted for other items.Classification-JEL: O38, O43.
