Letter to the Editor---Development Programming

Abstract

In view of the current interest in PERT and related methods, this letter has been prepared to indicate a more general optimizing approach to development problems. A development problem is one involving any large-scale nonrepetitive complex of activities. Examples include construction projects, area development, product and weapon systems development, national development plans, and so on.
