Abstract

The one thing that a traffic engineer learns early in life is that, no matter how many statistics or how many studies he makes, he never can come up with an answer that will completely satisfy everyone. Naturally, no traffic improvement can be made without changing people's habits, without eliminating some special privileges, and, in some cases, without actually hurting people---from a business standpoint. However, if his plans are based on good, sound data, the average traffic engineer can support his program before the public or, if necessary, in our courts. Operations Research , ISSN 0030-364X, was published as Journal of the Operations Research Society of America from 1952 to 1955 under ISSN 0096-3984.
