Trans-Pasifik Serbest Ticaret Anlaşmasının Türkiye Ekonomisi Üzerine Olası Etkileri

Abstract

Dünya Ticaret Örgütü kapsamında gerçekleştirilen çok taraflı ticaret müzakerelerinin hedeflendiği şekilde sonuçlandırılamamasının sonucu olarak birçok ülkenin serbest ticaret anlaşmalarına yöneldiği görülmektedir. Bu kapsamda, Amerika Birleşik Devletleri, Avustralya, Bruney, Kanada, Japonya, Şili, Malezya, Meksika, Yeni Zelanda, Peru, Singapur ve Vietnam olmak üzere 12 ülke, aralarında ticaret ve yatırım ortaklığı oluşturulması kararı almıştır. Söz konusu girişimin Türkiye ekonomisi üzerindeki etkileri bu çalışmanın konusunu oluşturmaktadır. Bildiğimiz kadarıyla söz konusu girişimin Türkiye üzerindeki ekonomik etkilerini analitik olarak inceleyen herhangi bir çalışma yoktur. Global Trade Analysis Project veri tabanı ve genel denge modeli kullanılarak çeşitli senaryoların Türkiye’nin milli geliri ve ihracatı üzerindeki etkileri çalışılmıştır. Elde edilen sonuçlar, Trans-Pasifik Ortaklığı üye ülke kapsamının mevcut hali ile kalması halinde Türkiye’nin % 1’e varan gayri safi yurtiçi hasıla kayıpları ile karşılaşacağını ancak potansiyel üyelerin sürece katılımı ile söz konusu zararın %2,4’e kadar çıkabileceğini ortaya koymaktadır.
