Abstract

Yoksulluk sorunu, tanımı, boyutları ve mücadele stratejileri itibariyle başta Birleşmiş Milletler olmak üzere uluslararası örgütlerin öncülüğünde büyük ölçüde standart hale gelmiş bir olgudur. Ne var ki, yoksullukla mücadelede bir ülkedeki bölgeler ve hatta yerleşim yerleri itibariyle ayırdedici özelliklerin sistematik tespiti uygulamanın başarısında önemli bir etken olmaktadır. Bu çalışmada, yoksullukla mücadele için genelde esas alınan birey/hane bazlı yoksulluk analizi ve puanlamasından önce ilk aşama olarak yerleşim birimi yaklaşımı esas alınarak; çeşitli parametreler itibariyle Türkiye’deki il ve ilçeler puanlandırılarak sıralama yapılmış, Hükümetin belirlediği periyodik bir tutarın dağıtımını, yerleşim yerlerinin göreli yoksunlukları esas alınarak etkin, eşitlikçi, hesap verebilir, şeffaf ve dinamik olarak mümkün kılacak bir formül geliştirilmiş; yerleşim yeri itibariyle belirlenen tutarın birey/hane bazında ikinci aşamada dağıtımına imkân verecek aşamaya gelinmiş olmaktadır.
