İşsizlik ve büyüme: Türkiye ekonomisi için Okun katsayıları

Abstract

Okun yasasının yaygın yorumu işsizlik artışının temel nedeninin toplam talep eksikliği ve ekonomide atıl kapasitenin varlığı biçimindedir. Diğer bir deyişle yasa işsizlik oranlarıyla büyüme arasında negatif bir ilişki kurar. Buna karşın, 2001 krizi sonrasında Türkiye ekonomisinde artan büyüme oranlarıyla eşanlı olarak görülen yüksek işsizlik oranı genel kabul görmüş bu ilişkiyle çelişir bir olgu olarak değerlendirilebilir. Bu bağlamda çalışmamızda Türkiye için gerek imalat sanayi gerekse tüm sektörler için tahmin edilen Okun katsayısı oldukça düşüktür. Başka bir ifadeyle çıktı değişimleri istihdam ve işsizlik değişimlerine özellikle imalat sanayi dışındaki sektörlerde pek fazla duyarlı değildir. İstihdamın dışında, imalat sanayi üretimini çalışma süreleri ve kapasite kulanım oranlarındaki artışlar pozitif yönlü etkilemektedir.
