    Abstract

    Ülkelerin ekonomik büyüme ve kalkınma sürecindeki temel prensip ülkenin mevcut kaynak ve imkânlarını rasyonel ve verimli biçimde kullanmasına bağlıdır. Kadın işgücü, ülke üretiminin en önemli kaynaklarından ve ülke kalkınmasında lokomotif görevi olan bir faktördür. Kadının işgücüne katılımının artması, hem ekonomik büyümeyi hem de kadının toplum ve aile içindeki statüsünü olumlu yönde etkileyerek toplumun sosyal ve kültürel gelişmesinde önemli katkılar sağlar. Karşılıklı doğru yönlü bu ilişki, Türkiye’nin bölgeler arası gelişmişlik farklılıklarının giderilmesinde kadın işgücünün önemini ortaya koymaktadır. Bölgelerin sosyo-ekonomik gelişmişlik açısından farklılık göstermesi, bölgelerin kadın işgücüne katılımını etkileyen ölçütlerin (faktörlerin) ve etkilerinin farklı olduğunu gösterir. Çalışmada, kadının işgücüne katılımında potansiyel güç olarak düşünülen önemli ölçütler dikkate alınmış ve Türkiye’nin İBBS Düzey1 tasnifine göre sınıflanmış bölgelerinin potansiyel güçlerine göre sıralanması amaçlanmıştır. İstihdam politikalarının bölgeler temelinde geliştirilmesinde yararlı olacağı amaçlanan konu bir Çok Ölçütlü Karar Verme Problemi olarak ele alınarak Analitik Ağ Süreci ANP modeli ile analiz edilmiştir.
