Sağlık Bakanlığı'na devredilen SSK hastanelerinin teknik etkinliği ve toplam faktör verimliliği analizi

Abstract

Bu çalışmanın amacı, SDP bağlamında Sağlık Bakanlığına devredilen SSK genel hastanelerinin teknik etkinlikleri, üretim performansları ve toplam faktör verimliliğindeki değişimleri 2004-8 dönemi için göreceli olarak ölçülmektir. SSK genel hastanelerinin üretim etkinliklerinin belirlenmesinde Veri Zarflama Analizi ve toplam faktör verimliliğindeki değişmelerin ölçülmesinde Malmquist TFV endeksi yöntemleri kullanılmıştır. 46 SSK Genel hastanesinin teknik etkinliği Sağlık Bakanlığına devredilmeden önce ve sonrasında karşılaştırmalı olarak incelenmiştir. Teknik etkinlik ölçüm modeli ayakta hasta, yatan hasta ve ameliyat sayısı olmak üzere üç çıktı ve fiili yatak sayısı, doktor sayısı, hemşire sayısı ve diğer personel sayısı olmak üzere dört girdi değişkeninden oluşmuştur. Malmquist TFV endeksi ölçüm sonuçları 2004-2008 döneminde SSK Genel hastanelerinin toplam faktör verimliliklerinde yıllık ortalama %15 kadar ilerleme olduğunu ve bu verimlilik artışında etkinlik değişiminden çok teknolojik ilerleme belirleyici rol oynamıştır.
