Türkiye’nin findık ihracat analizi: 1980-2007 dönemi uygulaması

Abstract

Fındık, çok geniş tüketim alanına sahip sert kabuklu meyvedir. Dünya üretimi ve ihracatında çok yüksek bir pay alarak birinci sırada yer alan Türkiye bu anlamda tekel güce sahiptir. İhraç ettiği tarımsal ürünler arasında ihracatta sahip olduğu payla da orantılı olarak en yüksek ihracat gelirini fındık ihracatından sağlamaktadır. Sahip olduğu tekel gücü ile dış piyasadan elde ettiği geliri maksimum yapmayı amaçlamaktadır. Hem bu amacı gerçekleştirmek hem de üreticinin gelirini yükseltmek için yüksek fiyat destekleme politikası uygulamaktadır. Bu politika kısa dönemde olumlu sonuçlar vermiş, uzun dönemde ise iç ve dış piyasada fiyat düzeyleri üzerinde negatif baskılar yaratmıştır. Devlet, destekleme alım politikasıyla bu baskıları azaltmaya çalışmaktadır. Politikanın yarattığı üretim ve stok artışı gibi baskılar uzun dönemde ihracat fiyat ve miktarı üzerinde etkili olmaktadır. Bu piyasa şartlarında Türkiye’nin tekel gücünü de kullanarak piyasa dengelerinin nasıl oluştuğunu belirlemek amaçlı bu çalışmada, Türkiye’nin fındık ihracat miktarı ve fiyatı eşanlı model kullanılarak 1980-2007 dönemi için 2AEKK yöntemiyle tahmin edilmiştir.
