Bir plan döneminin ardından turizm hizmet, bölge ve meslek birlikleri yasa tasarısı’nin değerlendirilmesi

Abstract

Bu çalışmada, 57. Hükümet döneminde hazırlanan ancak hayata geçirilemeyen Turizm Hizmet, Bölge ve Meslek Birlikleri Yasa Tasarısı ele alınmaktadır. Çalışma üç bölüm altında toplanmıştır: Türkiye’de planlı kalkınma döneminin ana hatlarıyla aktarıldığı birinci bölümde, başlangıcından günümüze dek kalkınma planları kapsamında turizm sektörü ele alınmakta ve bu kapsamda kamu ve özel sektör ortaklığı ekseninde daha ilk plan döneminde dile getirilen turizmde örgütlenme ihtiyacı vurgulanmaktadır. İkinci bölümde, Yasa Tasarısı detaylı olarak açıklanmaktadır. Üçüncü bölümde ise, Tasarı başta VIII. Beş Yıllık Kalkınma Planı olmak üzere, çeşitli plan ve programlar çerçevesinde ve Avrupa Birliği’ne üyelik sürecinin gerekleri kapsamında ele alınarak değerlendirilmektedir.
