Türkiye’de para ve maliye politikalarının koordinasyonu

Abstract

Bu çalışma, para ve maliye politikaları arasındaki koordinasyonun gerekçelerini incelemektedir. Çalışmada, Türkiye için oluşturulabilecek “olası” bir para ve maliye politikaları koordinasyonunun amaçları, araçları ve operasyonel düzenlemeleri ortaya konulmaya çalışılacaktır. Para ve maliye politikalarının birbirleri üzerine ters etkide bulunma olasılığı nedeniyle de koordine edilmesi gerekmektedir. Çalışmada, Maliye Bakanlığı bünyesinde bir borç yönetim ofisinin kurulması önerilmektedir. Merkez Bankası ve Maliye Bakanlığı arasında ortak nihai kararların alındığı bir kurulun oluşturulması gereğide vurgulanmaktadır. Olası bir koordinasyona gidilmesi durumunda, süreci kolaylaştıracak birçok yasal düzenlemenin yapılması gerekmektedir
