Türkiye özelinde alternatif ödeme sistemlerinin sağlık hizmet sunumuna etkileri

Abstract

Son yıllarda sağlık hizmet sunucularına dönük ödeme sistemlerinde alternatifler gözden geçirilmeye başlanmış, yatarak tedavi gören hastalara dönük ödemeler için, diğer ülkelerde kullanılan teşhise dayalı ödeme sistemi bir alternatif olarak düşünülmeye başlanmıştır. Türkiye’deki hastane harcamaları toplam sağlık harcamaları içinde önemli bir paya sahip olduğu için, hastane sektörünü içerecek ödeme sistem reformlarının toplam sağlık harcamalarına etkileri özellikle üzerinde durulması gereken bir konudur. Bu çalışmada, yürürlükteki ödeme sistemlerinin sağlık hizmet sunumuna etkileri incelenmekte, bir alternatif olarak, teşhise dayalı ödeme sisteminin maliyet etkinliği tartışmaya açılmaktadır. Buna ek olarak, hem yürürlükteki sisteme hem de teşhise dayalı ödeme sistemine alternatif teşkil edebilecek olan karma sistem çözüm önerisi olarak sunulmaktadır.
