Türkiye’de 2000-2005 Dönemi İşsizlik Üzerine Tartışmalar

Abstract

Türkiye ekonomisinde 2000’li yıllardaki tartışmalar yine işsizliğin yüksek olması etrafında yoğunlaşmaktadır. İşsizliğin çözümünün giderek zorlaştığı ve yüksek büyüme hızının dahi işsizliğin çözümüne sınırlı katkıda bulunduğu bir konjonktür yaşanmaktadır. Bu bakımdan Türkiye’de son dönem yaşanan ekonomik gelişmelerin işgücü piyasası üzerindeki etkileri oldukça tartışmalıdır. Türkiye ekonomisindeki yeniden yapılanma süreci işgücü piyasasında çok sınırlı değişimler yaratmıştır. İşsizlikle ilgili tartışmaların başında istihdam yaratmayan büyüme tartışması gelmektedir. 2001 krizi ile binlerce işsiz yaratılmış ve Türkiye 21.yüzyıla ağır ekonomik sorunlarla başlamıştır. 2002 yılında başlayan ve devam eden hızlı ekonomik büyümeye rağmen işsizliğin azalmamasının nedenlerinin açıklanması gerekmiştir. Diğer bir tartışma ise istihdamın nasıl yaratılacağı konusu üzerinde olmaktadır. Ulusal istihdam politikalarının küresel eğilimler eksenine oturtulmaya çalışıldığı süreçte ulusal ve uluslararası politika uygulamaları iç içe geçmiştir. Bu eksende üretken yatırım olanağı sunabilecek tek politika olan makroekonomik politikalar ve istihdam edilebilirliği artıran aktif istihdam politikaları yer almaktadır.
