Enflasyon Hedeflemesinin Operasyonel Görünümü Ve Türkiye

Abstract

Enflasyon hedeflemesi 1990’ların başından itibaren, hem gelişmiş hem de gelişmekte olan ülkelerde, giderek popülerleşen bir parasal rejim haline gelmiştir. Bu rejim, gerek günümüz Merkez Bankalarının çoğunun temel amacı olan fiyat istikrarını sağlama ve sürdürme, gerekse ekonominin performansını ilerletme konularında başarılı görünmektedir. Ancak, Merkez Bankalarının karşılaşabileceği tüm sorunları çözmüş değildir. Enflasyon hedeflemesinin temel özellikleri konusunda literatürde bir fikir birliğine rastlanmasına karşın, rejimin operasyonel yönünün detaylarına ilişkin olarak aynı şey geçerli değildir. Enflasyon hedeflemesinin, mesela, hedeflenecek fiyat endeksinin seçimi, hedef dönemi, Merkez Bankasının tepki fonksiyonunda çıktı açığının ve diğer değişkenlerin ağırlığı gibi operasyonel görünümleri, önemli ölçüde her ülkenin kendi özelliklerine bağlıdır. Dolayısıyla, enflasyon hedeflemesi farklı ülkelerde, farklı şekillerde uygulanmıştır. Bu durum, bütün ülkeler için bir tek reçetenin olmamasına neden olmaktadır. Bununla birlikte, ülke deneyimlerinden öğrenilecek çok şey vardır. Bu çalışmanın amacı, operasyonel konuların düzenlenmesi ve uygulanmasında en uygun yolları ülke deneyimlerini göz önüne alarak analiz etmek ve bu yolları Türkiye’ye uyarlamaktır. Çalışmada kısaca, Merkez Bankasının, enflasyonun kontrolü birinci amaç olsa bile, sadece enflasyonla ilgilenmemesinin ve çıktıda, faiz oranlarında ve döviz kurunda gereksiz istikrarsızlıklardan kaçınmaya çalışmasının en uygun yol olabileceği sonucuna varılmıştır.
