Uluslar Arası Para Sistemsizliğive Mali Sermaye Akımları (1980-2002): Gelişmekte Olan Ülkeler(Güney) İçin Öneriler

Abstract

Bu çalışmanın amacı, uluslararası mali sermaye akımlarını gelişmekte olan ülkeler açısından tartışmaktır. Tarihsel bir problem olduğunu anlamak gerekmektedir. 1970’lerden beri mali sermayedeki ikinci küreselleşme güney ülkelerinde pek çok krize yol açmaktadır. İlk olarak gelişen ülkelere doğru sermaye akımları incelenmektedir. Mali sermayenin volatilitesi dikkat çekmektedir. Öte yandan kuzeyden güney ülkelerine doğru yabancı doğrudan yatırımlardaki eşitsiz dağılım gözlenmektedir. Mali sermaye akımlarının güneyde yol açtığı problemleri çözmek için beş farklı öneri gündeme getirilmektedir (Lapavitsas& Itoh, R. Mundell). Bu çerçevede, önerilerden en uygunu Tobin’in 1978’de yaptığı uluslararası para reformu çalışmasıdır. Özellikle Şili bu konu için iyi bir örnektir. Bununla beraber, Birleşmiş Milletlerin bu vergiyi dünya çapında uygulaması ve fonda toplanan parayı açlık ve yoksulluk yaşayan bölgelere karşılıksız olarak vermesi en uygunudur. Son olarak uluslararası entegrasyon alanları genişletilerek ve iyi koordine edilerek uluslararası para sorunlarının üretim sürecine ek olarak yarattığı sorunların üstesinden gelinebilir, kanısındayım.
