Yoksulluğa Kavramsal Bir Bakış: Dünya Ve Türkiye''deki Görünümü

Abstract

Son iki yüz yıldır tartışılmakta olan yoksulluk kavramı, 21. yüzyılın en önemli ekonomik sorunu halini almıştır. Yoksulluğun, ekonomik ve sosyal bir olgu olmasına karşın, üzerinde görüş birliğine varılan objektif bir tanımı yoktur. Bu nedenle; UNDP, 1990’dan sonra geliştirdiği Beşeri Kalkınma ve İnsani Gelişme İndeksleri ile küresel olarak yoksulluğun boyutunu ölçmeye çalışmaktadır. Çalışmanın amacı; mevcut bilgilerin ışığında yoksulluğu kavramsal açıdan irdelemek ve farklı tanımlamaları sunmak ve yapılan detaylı literatür taramasına göre, dünyada ve Türkiye’de yoksulluğun durumu hakkında yapılmış değişik çalışmalardan bulgular ortaya koymaktır. Elde edilen sonuçlar; hem dünya genelinde hem de Türkiye’de yoksulluğun rakamsal olarak azaldığını göstermesine karşın, bugün yoksulluğun hala büyük bir sorun olmaya devam ettiğini göstermektedir. Ayrıca; AB ülkelerinde, vergi ve transfer yardımlarından sonra gelir dağılımı eşitsizliğini gösteren “Gini” katsayısı %35-50 oranında azalırken, Türkiye’de yapılan devlet yardımlarından sonra çok fazla bir değişmenin olmadığı görülmektedir.
