Dış Ticaretin Finansmanında Forfating

Abstract

Günümüzde dünya ölçeğinde ticari faaliyetlerin yoğunluk kazanması, özellikle ihracatın finansmanında, yeni yöntemlerin gelişmesini ve yeni kurumsal düzenlemeleri de beraberinde getirmiştir. Türkiye’de 1980 yılından bu yana sürdürülen ekonomi politikaları çerçevesinde ihracat artışı büyük bir önceliğe sahip bulunmaktadır. İhracat artışının devamlılığı açısından üretim artışı yanında ihracatın finansmanı da büyük önem kazanmıştır. Bu açıdan değerlendirildiğinde forfaiting işleminin, finansman olanaklarının artmasına ve kredili satış yolunun geliştirilmesine getireceği katkının, ihracattaki gelişmeyi destekleyeceği görülmektedir. Gelişmiş ülkelerde uzun yıllardan beri uygulanmakta olan forfaiting çalışmada, teorik olarak ele alındıktan sonra Türkiye’deki uygulamasına değinilerek, bu finansman yönteminin gelişmesini engelleyen sorunlar ve çözüm önerileri üzerinde durulmuştur.
