Redefining Eu Industrial Policy: Context, Objectives And Future Actions

Abstract

The EU Industrial Strategy of March 2020, updated in May 2021, highlights three drivers of the transformation of the EU industry: the green transition, the digital transition and international competitiveness. Against the background of increasing strategic dependencies affecting the EU’s core interests, in particular health, safety and security, as well as access to key raw materials and technologies, the European Commission highlights the need to strengthen the EU’s open strategic autonomy through agreements with international partners with similar views and industrial alliances in strategic areas. Starting from the analysis of the role of industrial policies from a historical perspective, this paper summarizes the key objectives of the new Industrial Strategy, focusing on current transformations, opportunities and risks for the “green” industry.
