Brexit Negotiation Rounds 5-8 From 2020

Abstract

The rounds of negotiations 5-8 on Brexit held in June-July in Brussels, in July in London, in August in Brussels, in September in London led to deeply disappointing results, at least according to the official statements of Michel Barnier, the European Commission’s chief negotiator, made after each round. Ensuring the implementation of the Withdrawal Agreement and the Political Declaration remained only a desideratum and progress on the 11 areas of negotiation was modest. Divergenceshave persisted, in particular, in terms of the provision of a level playing field or fair and undistorted competition, trade agreement, fisheries, mobility and social security coordination, governance of the future agreement, enforcement of EU legislation, energy and transport. Britain's exit without an agreement and the failure to negotiate a future partnership to limit the negative consequences of Brexit seem like possible scenarios.
