A strategic decision support framework for integrated coastal zone management

Abstract

Given the apparent difficulties of making policy-relevant decisions in the context of the sustainable development of coastal zones, a tri-phasic framework is proposed, whose aim is to formalise the ICZM (integrated coastal zone management) decision-making process. This formalisation is meant to promote shared responsibility, accountability and transparency, hence the justifiability of actions. The decision support framework is called SSS (pronounced 'triple SSS') and integrates social research methods, scenario development, spatial impact simulation and the comparison of strategic alternatives.
