Regulating the transport sharing economy and mobility applications in Jordan

Abstract

Traditionally, customers had to buy products to access their usage. However, new business models have adopted the sharing economy concept. This innovative model gives a party the chance to offer their own under-utilised asset to another party who would willingly benefit from the service without needing to buy it. Governments are now responsible for regulating this new service industry, maintaining safety standards for consumers, guarding against tax evasion, and ensuring decent work conditions for employees in these sectors. This research focuses on the transport sharing economy scene in Jordan and explores how regulators could approach this issue with an unconventional perspective. The paper starts by describing the current situation in Jordan and presents three scenarios along with their ramifications in terms of regulators' interventions. The study describes 'best practices' from around the world. Recommendations are provided regarding the regulation of the two transportation network companies, Uber and Careem, in Jordan.
