Influence of Transformation of State Functions Upon Priorities and Mechanisms of Realisation of the Budget Strategy in Ukraine under Globalisation: Institutional Dimension

Abstract

The article considers institutional approach to revelation of the essence of influence of transformation of state functions under conditions of globalisation upon priorities and mechanisms of realisation of the budget strategy in Ukraine. It identifies new features acquired by the state as an institute under conditions of post-crisis development due to growing interdependence of the state and economy. It proves objective and irreversible strengthening of the social function of the state as a vector of development of civilisation, which is accompanied with reconsideration of the role of the state, change of the character of redistribution of the national income and correlation of the volume of the budget and GDP. It analyses theoretical developments of scientists with respect to existence of close links between the state order, economic system and dominating ideology (policy) of development of the public life of the country. It reveals the contents of the budget strategy as an institutional category. It justifies a necessity and timeliness of development of the state budget strategy due to existence of the threat of stability and balance of the budget under conditions of unfavourable long-term tendencies, and determines priorities and mechanisms of its realisation.
